This paper (work in progress) provides 20 detailed hard-to-find macro-data about the poor and needy in several european countries, as well as about their wireless communications usage. It also provides data and a single indicator to measure the "mobile commmunications divide" based on the purchasing power partity equivalence for the poor in terms of wireless voice minutes . Key detailed data sources are given, besides data from field work .The aim is to serve building , like in France and Spain , regulations and/or business cases for social mobile tariffs for the needy.The paper is unique in addressing the poor and needy in the European Union as opposed to developing countries.
